Sergey Levkovich held a personal reception of citizens in Tolochin

There is a tendency to reduce citizens' appeals in the regions. This was stated by Sergei Levkovich, Assistant to the President – inspector for the Vitebsk region, summing up the results of the personal reception of citizens in Tolochina.

Three residents of the region turned to him for assistance in solving problems. Despite the fact that all issues are of a private nature, they raise issues that are relevant for some segments of the population or specific to the area.

One of the residents of the district center demanded to remove illegally equipped vegetable gardens near an apartment building on Narchuk Street. The pensioner wants to see landscaped lawns under the windows and not hear extraneous noises. It is noteworthy that the vegetable gardens, which were illegally broken up back in the Soviet years, do not interfere with the entrance of special equipment, do not spoil the appearance of the house territory, and are kept in order. And a few years ago, the residents of the house purchased and installed a metal fence for their own money. Some gardeners also came to see Sergei Levkovich to talk about how important it is for pensioners to be able to work in the beds. However, the law is the law. Other land plots will be offered to the residents of the house. Or a compromise by agreement with the applicant is to remove the beds and fencing directly under her windows.

One of the residents of Tolochin complained about the impossibility of acquiring an empty farm for one basic amount and obtaining a land plot of 84 hectares for personal subsidiary farms. At the same time, an application to the district executive committee for the organization of a peasant farm has not yet been received from a citizen. And this, according to the head of the land management department of the Tolochinsky district executive committee, Valentina Krivetskaya, was the first step that the applicant had to take.

– The owner of the farm is JSC Tolochinsky rayagroservice. The land is also provided to the enterprise for permanent use for commercial agriculture. Now it is used for perennial herbs, – Valentina Krivetskaya explained the situation. – The commission gathered, which gave all the explanations to the applicant. With regard to the purchase of real estate, he must resolve the issue with the business company. And at the moment, the owner is preparing documents for the sale of the farm at an auction, in which the applicant can also take part. Land (84 hectares) can be provided only by decision of the district executive committee with the consent of the current land user when a peasant farm is organized. Therefore, the first step is to organize a farm on a certain site, indicating the location and providing a development program with justification. A sample application and the procedure for action were provided to the citizen. So far, no such statement has been received from the applicant.

Sergey Levkovich indicated that receptions of citizens on the ground are an extremely effective way of working with the population.


– Today, every citizen can come to a leader of any level, a parliamentarian, and ask questions. With rare exceptions, all citizens' appeals are considered promptly and in a substantive manner. Despite the fact that there are many of them," the Presidential aide stressed. – It is noteworthy that there is a tendency to reduce citizens' appeals. I see that in a number of areas, as a rule, these are housing and communal services, road quality, trade services, there are much fewer questions. I do not see any critical situations in the appeals today. They are less complex and do not require global solutions. But in some areas, for example, major housing repairs, informing citizens on certain issues, we still have something to work on.

Analyzing the appeals received during the reception of citizens in Tolochina, Sergey Levkovich stressed that everything should be in accordance with the law and in the interests of people.

– If we take the first question, it seems that according to the law, the applicant is right. But there is another side of the issue where more people are interested. Moreover, they are of retirement age, who have been engaged in gardening on the local territory for decades. The local leadership is trying to find a compromise to satisfy the interests of the two sides," the Presidential aide said. – As for farms, they are supported at the state level in our country. There are mechanisms for farmers to be allocated land, there are no obstacles to this. But on condition that this land is used efficiently. Before receiving it, a person must clearly understand their capabilities and calculate the result of management.
